What is a Comprehensive Plan?

A Comprehensive Plan is a community’s long range roadmap or guiding document, that shapes growth, land use, housing, economic development, and more over the next 10+ years.
Who is involved in this process?

Comprehensive plans are shaped by the feedback and needs of the community through survey responses, open houses throughout the process, as well as meetings with county staff.
We already have other plans. What will happen to those?

Existing plans are an important part of the Comprehensive Plan process. These plans will inform the Comprehensive Plan, and in some cases will be incorporated into the plan if the goals and vision are still consistent with the aspirations of the community today.
How can I get involved in the process?

Look out for posts about public meetings. The News & Updates page will list meeting dates and times throughout the process as they are scheduled. When will the Plan start? When will it be completed?

The planning process has kicked off, and community engagement is ongoing. Community engagement will include in person and online methods throughout the entire process. Adoption of the comp plan and UDO are targeted for November 2027.
What Is A Unified Development Ordinance (UDO)?

A Unified Development Ordinance (UDO) is a single, consolidated set of regulations that governs how land within the Village of Winnebago can be used, developed, and improved. The long-term vision is set out in the Comprehensive Plan, which describes the goals and priorities Winnebago residents have identified for future growth, land use, transportation, housing, and community character. The UDO is the implementation tool that turns those goals into enforceable standards.
